Requirement And Balance Measure For Electricity Supply And Demand On The Basis Of The Sustainable Development Of Zhejiang Province

Since reform and opening-up, Zhejiang Province, as the strong province of national socio-economic development, the total economic output soars proportion of the whole country constants. However, since the end of 2003, the phenomenon seems extremely strong that lack electricity inside the province in Zhejiang, as the most active area of the economy of East China, the high-speed development of national economy, the sustainable development of the society and ecological environment has put forward the strict requirement to electric supply and demand. Strengthening " the sustainable development of Zhejiang Province supports the research which needsasking and countermeasure to the electricity "——look for relatively effective policyand method, in order to not only realize the electricity of Zhejiang Province supplies and can already respond to the request that this regional economy is fast—developing continually and steadily, but also can reduce the pressure of the resource environmentto the whole area of power industry——have very important era meaning and urgency.On the basis of analysing supply and demand current situation of Zhejiang Province, propose four major requirements for the supply of electric power after putting forward sustainable development of Zhejiang Province and four major requirements for the supply of electric power of electric demand. Influence each otherbetween these eight requirements, has formed two major balance——the balance ofelectric supply and demand, the balance of electric cost and price, which is a foundation of sustainable development of Zhejiang Province. It is exactly a reason based on the above respect, this paper attempts from two major balance characteristics of power system itself, combining the theoretical foundation of sustainable development, on the basis that analyze to the electric supply and demand current situation of Zhejiang Province at present, proposing some measure to the short of electricity: (1) Do well the comprehensive planning of economy-energy-environment,strengthen macro-management; (2) Optimize the structure of power and set up the pluralism system of high-efficient supply of electric power. (3) Optimize the structure of industry and implement the industrial policy that low energy consumption , low electricity dawdle; (4) Strengthen the dynamics of demand side management.Finally, hope for these theory achievements, can not only solve Zhejiang Province "electricity neglect" situation at present, but also have meaning for the other provinces, which are in trouble with lacking electricity.
