Research On Development Strategies For Hunan Electric Power Testing & Research Institute Under Power System Restructuring

In April, 2002, National Development and Reform Commission started up the electric power system reform project, which divided National Electric Power Company into 11 companies. From then on, China's Electric Power market reform has been going on smoothly and steadily. This reform exerts great impact on Hunan Electric Power Test & Research Institute (HEPTRI). On the other hand, with the rapid growth of China's economy, electric power has been scarce in recent years. Many provinces and districts are lack of power in different degree, which causes unprecedented expansion of power generation and network construction scale in our country and presents a rare historical opportunity for every party in the power sector, including HEPTRI as well.With this big environment, HEPTRI is facing the problem of how to restructure, how to position and how to develop itself. This article focuses on the issues of these development strategy problems. Firstly, it makes a brief introduction to HEPTRI and, its basic situation and the historical evolution of its management system. Next, it makes a structuring analysis of macroscopic environment, industrial environment, and industrial competition structure of HEPTRI and its internal conditions as well. Upon this foundation, the article proposes the positioning strategy and an overall development strategy for HEPTRI, that is, "Catching hold of the great development opportunity for the power sector, mobilizing all internal resources and strengths, and struggling for the object of The Top 10 Institutes of electric power test & research, with the particularity of 'one preeminence and three excellences'.For supporting the implementation of this overall development strategy, the article presents different tactics including marketing, human resource, enterprise image, enterprise culture, and technical innovation and so on. Finally, the article probes into how to enhance the strategy executive capability of HEPTRI, with a concrete analysis PDCA circulation management law and how to apply it in HEPTRI.
