Government's Motivating Measures Towards Green Technological Innovations

The green technological innovations are technological innovating processes which based on the aim of sustainable development, adopting the methods of systems science to develop new technology in order to promote economic benefit, social benefit and ecological benefit grow in phase. The green technological innovations conform the zoology law's request, having important significance to realize the sustainable development of technology, economy, social and nature. However, because of the flowing and uncertainty of technological innovations, and the particularity of green technological innovations, enterprises do not have enough incentives. So, government's motivations are necessary.At first, this paper discusses the background and significance about the question. Secondly, based on expounding the meanings and characters, impetuses and obstacles, the paper analyzes the necessities of government's motivations to green technological innovations. Thirdly, with the combined method of standard study, empirical study and comparative study, the paper discusses exhaustively about government's motivating effects on green technological innovations from four aspects: legal measures, administrative measures, economic means, and propagandistic educational measures. In every aspect, the practices and defects of government of China are analyzed, advanced experiences of other countries are referenced, and improving measures are brought forward. The paper is intended to make attempt explorations and innovations on constructing theoretic system and researching practical measures of government's motivations to green technological innovations. It is hoped that the paper could help our government to supply good circumstances for green technological innovations to drive more green technological innovations' emergence, diffusions and application.
