Solution Research On Managing Private Enterprise

Private Economics is the profit-oriented economy form based on production material privately owned and labor employment. Private enterprise is the main form of private economics. With its over 20 years' development and improvement, current private economics has grown into large scales, and becomes one important force to boost up national economics to develop steadily, quickly and in good shape.Mr. Huang Meng-fu, the chairman of CPPCC and the National Union of Industry and Commerce, pointed in the 6th press of National Private Enterprises Spot Check information that Chinese Private Economics has quickly developed into big scale, it is exerting more and more effect in the aspects of area economics development, increasing employment rate, improving society stabilization and keeping national economic security. Private Economics is playing more and more important role in our economic society development. The CCP No 11 sub 3 national conference established the basic economic system of insisting the public-owned system to be the main entity and various non-public owned forms co-existing, No 16 conference of CCP and Constitution established the principle of 2 "Never Swaying" about public-owned and non-public-owned forms, the State Department recently passed in principal "Several opinions in encouraging and guiding non-public-owned economics development", which paved away the system obstacles for private economics farther development, and systematize above principle and walked into a more rational and steady phase .However, for the current environment doesn't completely meet the requirement of private economics development, there are many problems unsolved in the private economics growth.This article illustrated the private enterprise development and management status in Jiangqiao Area, Jiading District, adopted the analyzing method " from point to all, connecting point to all", discussed the current problems in the development of private economics, and possible solutions, so as to provide reference for private enterprise developingmore healthy and orderly.The article includes 4 chapters.Chapter 1 summarized the definition and types of private enterprise, its development status and characters.Chapter 2 discussed main problems in managing private enterprise in Jiangqiao Area, enumerated 4 main problems: The unorderly growth of private economic development area caused the " 3 Non-Phenomena" outstanding in the enterprise operation. The unsteady state of private enterprise caused the authority difficult to monitor. There are many unfair and wrong competitions among private enterprises. Tax dodging and evasion phenomena happened frequently in private enterprises.Chapter 3 analyzed the existing problems in managing private enterprises, enumerated different modes in overseas managing private enterprises, including USA mode, Europe mode and Japanese mode. This chapter also analyzed the system obstacles in routine management from 4 aspects: National private enterprises property right system, market admittance system, administration management system and monitoring system, credit management system. The final goal is to conclude the problem origin essence.Chapter 4 presented the suggestion for improvement in managing private enterprises: ease market admittance and strengthen monitoring function, improve monitoring modes and establish classified enterprise management system, cancel extra beneficial tax regulation and strengthen taxing, standardize the merchandising operation in economy area and strengthen service function, develop enterprise credit system and strengthen industry self-management.The emphasis lies in Chapter 4, which presented the new idea to bring the management of private economy area into private enterprise management system, and put classified management for private enterprises into practice.
