The Chinese Tobacco Industry, standardized and controlled by government through national monopoly, carries out with an exclusive sales system; it has made an outstanding contribution to the national finance cumulation since Opening up. With the developments of socialist market economy and the going-on economy globalization, some original backing conditions have not existed or changed profoundly. Chinese Tobacco Industry is facing serious challenges, which resulting from industry cyclic influences, system obstacles and market changes both home and abroad. Therefore, it is imperative that the Chinese Tobacco Industry introduce competition mechanisms and push on marketization reform to put the marketing-oriental allocation of resources into full play.Giving two premises that the tobacco market is perfectly competitive and the Chinese Tobacco Industry guarantees the maximized profits of the nation and consumers, this article use the correlated theories and standpoints of Industrial Economics, Regulation Economics and Management Science to reveal the necessity of the Chinese Tobacco Industry marketization reform by positive and systematic analyzing. It has induced the obstructive factors in the reform on the base of the industry developing analyses. At last, summarizing and assimilating the experiences of the tobacco industry developments and reforms abroad, this article plans the ways of Chinese Tobacco Industry reform at the level of market, enterprise and system , expecting to provide a theoretic support and practical instruction for cleaning away the last " barrier " in the research of monopoly industries.
