With the development of market economy and the demand for connecting with international convention, each project implementation of our country becomes more and more perfect. The fair competition, low consumption and high efficiency have become mainstream It make Bidding more and more popular. Bid-evaluation contains several characteristics as below: the great money involved, the many indicators, the close level among the bidders, the great relative degree, the low transparency etc., with the high un-structural feature, which leads to a complicated process of decision making and the difficulty to solve the problem in a single way. This paper tries to apply modern evaluation theory into the practice of project bid-evaluation in order to improve the accuracy of evaluation. And adopt the advanced information processing technology such as setting up a bid-evaluation intelligent decision supporting system in order to enhance the efficiency of evaluation.This paper analyzes the scientific nature and decision characteristic of applying Rough Set to bid-evaluation based on grasping Rough Set theory, bring forward the method of applying Rough Set to system evaluation. Firstly for fix quantify attributes and nature determining attributes, performing the discretization disposal respectively. Secondly applying attribute reduction and rule pick-up knowledge based on the core value of Rough Set to pick candidate bidders roughly. This paper, depends on the attributes importance concept of Rough Set, analyzes attributes weight evaluation further. And finally educes the attributes evaluation method based on decision table and information table.After picking roughly through evaluation rule, considering venture factors during Bid-Evaluation process, introduces venture- factors affecting-rate and establish an assessment model of owner satisfaction degree based on all kinds of ventures in course of Bidding Assessment to evaluate synthetically candidate bidders. The calculation methods of index weights is based onthe analytical method of rough set. The model can reflect the general satisfaction degree of owners to contest enterprise precisely and impersonally.Finally, considering the project bidding characteristics and based on the former study, the paper studies and designs a Bidding Decision Supporting System. It can not only improve the efficiency of knowledge discovery and the case searching but also can improve the working efficiency and the decision-making ability through applying Rough Set, Case Based Reasoning and Rule Based Reasoning, at the same time improve the objectivity and the justice of evaluating tendering.
