In a sense , market economy is sincerity economy , depart from sincerity , market economy's can' t health and orderly development, sincerity is become more and more important operate principle of socialism market economy .now ,our country's Small and Medium—sized enterprises has exceed 8000000,which is occupation above 90% of the total of national corporation , which has occupation 60% and 40% of total production quantity of national corporation and achieve behalf ration .they has already became our country's market economy activity central part ,but lacking sincerity of Small and Medium —sized enterprises has already serious refrain from normal produce and management and from play all aspect role in nation economy .therefore , the sincerity problem of Small and Medium —sized enterprises has more and more receive concern from society .especially our country has already joining WTO, which expound more higher requirement of sincerity of our country's Small and Medium —sized enterprises, the sincerity problem of our country's Small and Medium —sized enterprises will receive more concern.The Paper try to starting from the view of economy and ethics ,which use the Managerial theory of modern corporation ,which use the research method of unites concrete and ality ,the sincerity of Small and Medium —sized enterprises be research object .the paper divides into four parts .In part one ,based on defining the connotation of SMEs and the ethical connotation of sincerity ,it discusses the exigency of sincerity construct for our country' s Small and Medium —sized enterprises;In Part two ,sum up now our country' s SMEs central showing of lacking sincerity in produce and management such as escaping and abolishing of debt ,fake and forged products, lacking sincerity has beget serious endanger. In part three,through analying ,it finds out these obstacle as follows: the imperfect of law system;situation serious of non—symmetry serive of Small and Medium —sized enterprises;the imperfect of sincerity motivate and punish system;the simple of assert authority consciousness of consumer;the imperfect of public opinion and supervision;the low qualities of SMEs managers .In part four combined with the real situation of SMEs ,it put forward that advocating the sincere valuable concept in order to build the equitable , impartial, sinceritymarket environment and good social atmosphere;it wants and accelerate legislative pareses it strengthens and break one's promise cost strengthen law enforment dynamics in order to optimizing socialism environment governed by law;it should establish and ameliorate that SMEscredit mechanism in order to optimizing the reform of socialist market economy's system;it should employ that government sincerity guidance SMEs sincerity in order to pay attention to the sincere morals constructions of SMEs;it should amplify that society supervise to lacking sincere of SMEs behavior in order to make the SMEs go on the way operate in a healthy way;it should improve the continence ability in order to build strong team.so as to build a fair .sincerity ,orderly competition envionment for SMEs ,actuate SMEs sustainable development.
