Chain operation is the great revolution to the traditional currency, and its vitality rests with the quality of the distribution. Distribution is the important portion in the logistics, as it connects the consumers directly. Distribution accounts for the highest proportion in the total logistics costs, so it has large potential to economize.Vehicle scheduling problem is an important research content in logistics, this paper carry on the research on the chain operation, which is the new style of trade. How to improve the quality of the distribution and load rate of the trucks are the problems of this paper. We integrate the normal distribution and the reverse collection (or recycle), and we propose the new mathematics model of the vehicle routing problem, and we provide a method to solve it, this method is particle swarm optimization. In the last, on the basis of the analysis on the business process of vehicle scheduling of chain operation, we construct the decision model of vehicle scheduling, which aims at the characteristics of chain operation. We put forward the idea of the system design through the analysis of stock control, demand management and distribution system. Furthermore, we introduce the indexes of system evaluation simply.
