Research On Assets Division Of Industry Enterprise

As the important part of state enterprises, the industry enterprises take an important effect on the industrial structure layout, and assets restructure and assets division of them is a strategy for the development state economy. Since long ago, the primary factors of the restriction of industry enterprises development as follow: On the one hand, the state enterprise has undertaken many society function excessively, "large and complete", the burden was too heavy;On the other hand, the enterprises'owner and the property right are not clear, and it drops behind the enterprise system and mechanism. Therefore we must overcome those restriction factors and make deepened reform of industry enterprise. Assets division is an important content of state-owned enterprise reforming, its connotation includes strengthening the principal work and changing the system of auxiliary work, so the realization of party's 16 session of Third Session proposes will come true. That is the modern property right system— ownership definitely, power and responsibility clearly, protection strictly and operation fluently. Moreover, in the base of the management system and the movement mechanism transformation, reinforcing principal work and stimulating auxiliary work, at the same time principal work reform will be promoted by changing the system of auxiliary work and finally industrial structure of industry enterprise will be optimized.Firstly, concerning with the development of market environment as well as the background of state enterprise assets restructure which the industry enterprises in our country face to, base on our country policy concerned with assets division, using the assets restructure theory, the property right theory and merge & acquisition theory etc, considering the industry enterprise's actual situation, this thesis defines the concept and straightens out the mentality;Secondly, through investigating the history and actuality of petroleum pipeline industry (take Chinese petroleum pipeline bureau as research object, the same mean as below) such as property, service, personnel exists, this thesis carries on the quality analysis to the entity asset of the whole industry in physical scale, and then carries on the form of value analysis in extension. Therefore, this thesis has the real diagnosis foundation. Thirdly, according to present management situation and own characteristic in the different assets of the industry enterprise, this thesis designs a model for the assets restructure and assets division;Fourthly, as seen from the industry enterprise's property, this thesis puts forward some feasible proposal towards social problemsabout property right and work relations;Finally, base for the operation model of assets division in the petroleum pipeline industry, this thesis provides some models and some references on the assets division for other industry enterprise, and also makes the further research forecast.
