Probe On The Theory And Practice In Building An Credible City Of Yantai

In the process of China's transforming its economic mechanism, the concept andconsciousness of the market-economy compatible credibility are far from beingmature and the credit norms and the management system lags comparatively behind.Hence, incredibility do occur in the fields like politics, economics, culture and sociallife and comparatively serious social damage has been brought about as a result.Therefore, the social credibility has already evolved to be the bloodline enhancingChina's continuous development. Since early 2002, the City of Yantai of ShandongProvince has been making vigorous efforts to build its social credibility by adheringto the goal of building a market-oriented credible city.As a systematic social project, the Credible Yantai Project involves theparticipation from all circles of the society. With the system building of the socialcredibility as the research target, this paper makes a preliminary study of the conceptsand the experiences with regard to the credible system building, the creating ofcredible enterprises and the nurturing of credible citizens in the city of Yantai. Thepurpose of the research is to further readjust the orientation and to enhance theefficacy of building a credible city of Yantai and to manage to provide small andmedium-sized cities with ideas and measures for reference in their construction driveof the social credible system.By sticking to the methodology of theoretical analysis and research in politics,philosophy, economics, sociology and cultural sciences, the paper probes thebackground and theoretical significance of building a credible city of Yantai andmakes an analysis of the traditional concept and the modern connotation of beingcredible. On this basis, the paper goes on to comb and summarize the existingproblems and reasons the city of Yantai is faced with when building its crediblesystem. What makes the paper different from others ever written before is that itstates that what triggered the present crisis of lacking credibility is not simplyconfined to such common ones as mechanism-transfer and lack of norms in socialevaluation system. However, the factors further get entwined with regionalism causedby the prevailing local sentimental culture, harsh economic developmentalcompetition in Shandong Peninsula. It concludes that in the building process,achievements can only be guaranteed if should we conscientiously analyze the factorsin all perspectives and take into account the local realistic situation.This paper focuses on two aspects. Firstly, it systematically elaborates the maincontents of building a credible city of Yantai and goes further to outline the basicframework for small and medium-sized cities in China when building their respectivesocial credible systems. Secondly, it sticks to the principle of associating the theorywith the specific practice all the way. Based on the specific situation in Yantai withlots of specific cases and in the light of the relevant domestic and foreign viewpoints,the paper distills specific theoretical concepts from the specific practice in order toguide the practice with specific theory, with a view to gaining research breakthrough.Finally, the paper states that, in order to build a well-established and perfectsystem of social credibility, the strategy of "Rule by Virtue" and "Rule by Law" mustbe accepted as the basic guideline. Overall endeavors from the whole society must betaken as the basic guarantee and the transfer of governmental functions as the crucialprecondition which takes the economic development as the essential basis andsupporting forces.
