Study On Government Procurement As A Policy-related Tool To Regulate Domestic Demand

The government procurement system is important to strengthen governmentmacro-control. This dissertation is focused in those problems, such as the meaning ofmacro-control function of government procurement, the theoretic boundary ofChina's government procurement, the change in size, increment and proportion ofgovernment procurement, the appropriate opportunity to adjust the policy ofgovernment procurement. The emphases in this study are the macro-control functionin domestic demand of government procurement, which is the central purpose. Theprimary means in this dissertation is demonstration, and the additional technique islinear regression and one-way ANOVA.The production of the dissertation is: firstly,the explanation of the theoreticboundary of China's government prourement, the running-item procurementpayment and the constructing-item procurement payment by reason of thedouble-finance mode;secondly, the computable relation between the procurementpayment and the actual statistical variable;thirdly, the relation between the adjustingin the government procurement and the supply-demand balance from the size,increment and proportion of government procurement.The procurement expenses in the purchasing from state organs, businesslikeinstitutions and incorporation to perform daily government affairs and businesslikeaffairs are the running-item procurement payment,and the procurement expensesin the purchasing in financial investment are the constructing-item procurementpayment. Both are the procurement expenses of government procurement, and it isthe theoretic boundary of china's government procurement. It is an infirm variable inoperational fiscal policy, and the total trend of the running-item procurementpayment is increasing from 1979 to 2003, and is decreasing of the constructing-itemprocurement payment.The multiplier of the procurement expenses of government procurement reflectsthe variational extent of domestic demand. It is clear that the running-itemprocurement expenses are regarded as the macro-control tool on the bases of the data.The constructing-item procurement expenses worsened the supply-demand balancebefore 1988, and have followed the rule of the macro-control to reverse economiccycle from 1992, but it is weakened. The influence of the government procurementon domestic demand roots in the compositive function from the running-itemprocurement payment and the constructing-item procurement payment.The rising rapidity of the running-item procurement payment is larger than theaverage growth rate of economy per annum greatly, and the procurement payment inadministration is especially prominent. The historical debts of the constructing-itemprocurement payment are so severe that the constructing-item procurement paymentcouldn't be cut any.
