Progress Of APEC's Investment Liberalization And Facilitation And China's Countermeasures

Trade and investment liberalization and facilitation (TILF) is a focus of APEC andits long-term objective. Since the foundation of APEC, trade liberalization andfacilitation has achieved some progress. However, investment liberalization andfacilitation is quite slow, and it still remains at the stage of informationcommunications and policy dialogues. As the members of APEC differ from eachother in aspect of economic development, so it becomes a key point to balancebetween the liberalization system and the objectives of economic development basedon the specific features of each country. It is very important and makes sense toresearch the development of APEC investment liberalization and facilitation in China.This thesis quotes the main literatures and documents on APEC's investmentliberalization and facilitation, and it is emphasized that the achievements andchallenges both exist, and by comparing the investment liberalization and facilitationin APEC with other bilateral, FTA and multilateral organizations, it is pointed out thatthe investment liberalization and facilitation in APEC has its own characteristics,some aspects affect and restrict APEC's future development. Many of difficultieswhich APEC is facing now are the results of the gap of APEC's members. In order topromote APEC's development, mechanism should be adopted. Besides, as to thecountermeasure of China government and enterprises, it is discussed from threeangles: encouraging overseas investment and mergers, encouraging FDI in China,corresponding law and regulation environment and "Greater China FTA", one of thepossible options for China.
