At the beginning of this dissert it introduces the strategy of going out to exploitoverseas market, which is an important strategic aim for Zhongyuan Oilfield. Themanagement target during "ten-five" period is to realize three "one-third" strategy, i.e.one-third of oilfield internal business, one-third of oilfield external business andone-third of overseas business, which was made according to external environmentand internal conditions of oilfield. Overseas management strategy is very importantfor the realization of whole oilfield strategy, which can solve the living problem ofinsufficient oil with excessive staffs and satisfy the strategic demand of nationalpetroleum industry which will go out to exploit overseas market.The preferred entrance place for Zhongyuan oilfield overseas management strategywas Sudan with rich oil & gas resource, which was neglected by western petroleumcompanies while has a traditional and friendly association with China. It's just thiscorrect strategy to provide a good basis for the flourishing overseas market forZhongyuan oilfield. The beaming of Sudan market provided a favorable situation,which drove one speciality to the extension of all petroleum engineering specialitiesand single market to multi-markets of adjacent countries.More and more market share was gained by using flexible market exploitationmethods such as multi-channels information collection, standardizationperformance, high quality and low price. Regarding management system andrunning mechanism, organization system was set up with unified externalmanagement and definite internal division of labour. The enthusiasm of allparts was aroused by authority transferred to a lower level and effectiveachievement check system of rewards and punishments.Talents were internationalized and employees were localized for projectmanagement, which solved the difficulty of the lack of multinational talentsand high labor cost. The conflict of local society, culture, politics, law,religion and morality can be rapidly reduced by hiring local employees.Overseas market of Zhongyuan oilfield was gradually pushed from dot tosurface cycle, which attentions were paid to technology innovation to increasecore competition and system construction of accountant, audit, raising moneyand financing.Overseas strategy of Zhongyuan oilfield was successful to upgrade ZPEB(Zhongyuan oilfield) fame. Income and profit were increased in successiveyears, and market share was constantly expanded. Meanwhile the developmentof other trades was driven.The burden is heavy and the road is long for overseas strategy, overseasmarket of Zhongyuan oilfield will encounter all kinds of political hazards andtalent competition risk. Therefore attention should be paid to be on guard andcontrol.Overseas strategy of Zhongyuan oilfield was definitely successful, which can bea significant reference for those enterprises which will carry out the strategyof going out to exploit overseas market.
