Strategy Analysis Of Fostering Competitive Edge Of NETD

Since the establishment, the amount of Chinese Economic & Technological Development Zones has reached 49. After 20-year development, they have succeeded in drawing foreign capital to optimize the domestic industrial structure, improving the capability of competition, developing advanced technological industry and so on. However, from the beginning of this century, variations of the policy, industry, economy and society have blocked the development, their developing mode and tenet meeting severe challenge. What they confront is how to get out of the onefold export-oriented industrial estate, and form their predominance among the international economical competition.This paper, which approaches the Ningbo Economic & Technological Development Zone (NETD) from different angles, analyzes and discusses the competitive edge fostering of the NETD, as combining it's practical development of industry. Firstly, it summarizes the origin, the development and the course of the NETD, as well as the achievements they have got and the leading challenge they've confronted .Secondly, it analyzes the embodiment of the NETD's competitive capability in every direction., introduces the industrial developing course, industrial structure, the utilization of FDI, the edge as a port and its status among the national development zones. Then it presents the way for the developing of the NETD. Thirdly, it lucubrates the industrial competitive edge of the NETD in six aspects as following: creating advanced and professional productive elements, delicate demand, industrial cluster, enterprise stratagem, enterprise structure and trade competition, the challenge and opportunity for the NETD, and the industrial policy of the government, it also explains with enough facts that the competitive edge of the industrial cluster, pointing out a competitive edge of a region or industry over all others can be only achieved until an industrial cluster is formed. As a conclusion, it proposes to foster the hard-core competitive edge of the NETD in three aspects as investment environment, management system and industrial policies, according to its goal as a whole and its central missions.Based on Michael Porter's theory on industrial cluster, innovation system and Diamond Model, it analyzes the general situation about the industrial development of the NETD and proposes a way of improving the region's competitive advantage. Of course the precondition is exerting the influence of the government, forming the industrial cluster and strengthening the industrial competitive edge. The paper, which links theory with practice and combines the characteristics of the NETD, is expected to play a guidance role for Economic and Technological Development Zones.
