According to the status of water conservancy development in North Shandong Provience and the new ideas in water conservancy, synthetical study was carried out to probe into water conservancy development strategy, engineering construction model, management system of water resource and the operation mechanism of water resource management. Water resource in North Shandong Provience was studied deeply and systematically, using the computer model to simulate the efficient exploitation about water-resource, quoting such new conceptions as" the capacity of actual water conservation" ," the capacity of actual water conservation", the characteristic engineering mode on water-resource efficient exploitation was established. A series of problems, including reconstruction of flood-controlled engineering, taking use of the flood, reconstruction of water-saving engineering, protection of water environmentmt, and the water affairs integeration management was studied in details.The computer model was established to simulate the supply and demand balance of the water-resource in North Shandong Provience, to calculate and simulate the supply and demand condition of water-resource from 1970 to 2000 year, as well as the supply and demand condition of water-resource in 2000 and 2010 year. Taking the rational distribution and the efficient exploitation of the water-resource in North Shandong Provience as the gap, the efficient exploitation engineering and management mode of the water resource including exploitation engineering mode and saving water engineering mode was established, which conform to local condition. The redeveloping mode of the flood control works was brought up, and the dispatch and the managment of the flood was studied. Considering that Yellow River is the mainly irrigation resourse in North Shandong Provience, a reformed irrigation mode was brought up, which is suitable to all kinds of water resource and all sorts of underground. Some other questions such as the synthetic use of the water and the sand, the solving of the silt in process of the irrigation were analysied. Based on the investigation of the mainly factors of the water environment which is more and more deteriorate gradually in North Shandong Provience, countmeasures inculuding preventing the water pollution, restoring the groundwater level which had been over-exploited were brought up, as well as the controlled objective and technique messures. According to the thought conversion of water control, the reform demands of the water management, and the reformed mode characteristic of the river basin engineering, deeply study were carried out on the reform thought of the water affairs management system, and researched the management system that integrated the river basin with the region, which provided great referral value to some questions such as the reform of water affairs management system and the perfection of its operation system.Conclusions were drawn as follow:Investigation of most achievements and problems of water conservancy construction in North of Shandong since the foundation of our country; Establishing modern water resource network in North of Shandong Provience, which provides basis for optimized collocation and logical utilization of water resources, and technological measures and management mode are provided for effective exploitation of water resources; Providing engineering rebuilding mode of combining flood control and water resources engineering and linking engineering systems and utilization principal of floods and seeper for enhancing holistic ability of flood control according to new ideology of flood control; Feasible engineering mode of saving water applying to different types and underlay conditions of irrigation regions according to the conception of real water saving is provided. Aiming at major characteristics of carrying water from the Yellow River for irrigation, technological and policy measures are provided for saving water of integrated utilization of water and clay and bedload treatment by combining irrigation; On the basis of investigation of major factors for water environment deterioration in North of Shandong, technological measures are provided for treating different pollutions, improving water quality, furbishing water table in the region of over exploitation and avoiding bedload during the exploitation of the Yellow River.
