The Cotton Research Institute of Chinese Academy of the Agriculture Sciences (CRICAAS) is the only one national-level professional research institute of cotton crop, and is the key team of scientific and technical innovation of cotton in China. Facing new environment of international competition and new demands of national scientific and technical institutional reform, the high efficiency and effectiveness of human resources management is a big chanlenge to the research insititue at present situation. The purpose of the study is to strengthen the capability of competition of the cotton institute in China and abroad by improvement of humam resource development and management system.The method of the study mainly is combined literature review with case studies. Through literature review, the paper summarized advanced HRD/M methods and experiences achieved by foreign research and development institutions, analyzed the transformation reform experiences of scientific research institutions in china and the practices of transformation reform performed by CRICAAS. The development countermeasures for human resource management of CRICAAS are provided based on the studies.Main research conclusion are as follows: 1.The achievement of human resource management reform of CRICAAS obtained experiences from other relevance institutes or academies of scientific research; 2. It was shown that the ideas of transform reform of CRICAAS were correct, the reform practices were successful. CRICAAS conducted a series of reforms, such as general management structure,disciplinary structure, operationg mechanism, personnel management, staff caoacity building, reallocation of human resource and other resources, and related policies etc. according to requirement of national reform plan. Through the reform, the institute primarily established the good internal running mechanism, flexible and efficient personnel management system which has achieved a good result. 3. It was also shown that the precondition of the reform should be carefully organizing and planning and changing ideas; and then the optimization of resources and regulation of subject structure should be carried out. The sytem and mechanism innovation are the key point for successful of the reform, the human resource capacity building and team structure improvement is a keystone among other mesues proceeded during the rerom process.According to present situation and future development strategy of CRICAAS and its existing problems of human resource management after transform reform, Several suggestions were proposed: (1) to re-targeting HRM; (2) to strengthen staff capacity building of the scientific team and to absorb elitists; (3) to strengthen staff training; (4) to establish and improve performance evaluation system; (5) to induce concept of team work..
