According to China's present situation, Chinese resident's life has already reached the well-to-do level generally, but the level is still low, not overall and unbalanced. Because of the influence of policy and some other reasons, resident's income gap between the western and eastern areas of china is becoming a serious problem. Both the peasant's income gap and urban resident's income gap between the western and eastern areas of china are showing an expanding tendency. To reach overall and balanced well-to-do level, we must analyse and deal with the resident income gap. This article firstly analyses the current situation that resident's income gap is expanding between the western and eastern areas of china. Then it analyses the reasons of resident's income gap from such respects as policy, economy development, industry, idea, ownership, system etc. This article also analyses the positive and negative influence of expanding resident's income gap. On the basis of using foreign relevant experience for reference, this article puts forward the basic countermeasures of solving the income gap. For example, dealing with efficiency and fair relation correctly, promoting the free flowing of the element among the areas and making the regional economy development in harmory, advancing the optimization and upgrade of the industrial structure of the western region actively, standardizing the personal order of income and distribution and strengthening the function of reallocation, strengthening the intelligence poverty alleviation and improving the human resources level of the western region, promoting free flow of the workforce among the areas, accelerating the process of the urbanization of the western region, and accelerating the social security system reform and establishing and perfecting the system of the social security.
