As an emerging management mode, outsourcing was firstly used in practice; recently, many researchers pay more attention to it, because it has brought huge positive values to many organizations. After China entering WTO, market competition becomes fiercer, and the enterprise's operating environment is complex and uncertain. It makes the firms increase one's strength and own core competitive competence in order to hold, maintain and enlarge one's market of product. Because human resource management is necessary and important function, and also is one job with large management cost and high duplication, this paper gives a new mode of human resource management-human resource management outsourcing by combining inside and outside resource of the firm, and it is of great significance to raise economic results and competition of the firm. Along with the previously described benefits of outsourcing, there are also risks and costs involved in outsourcing, which should not be ignored by us. So we should consider this question cautiously during the application of our enterprises.Firstly, this paper summarizes some related theories of the outsourcing and human resource management outsourcing. Secondly, it puts forward the necessity and possibility of human resource management outsourcing by the relations of theories and practices. And then this paper makes some analysis and expectation about the circumstance of human resource management outsourcing of enterprise, on the basis of this, it analyses and expounds the system of decision about human resource management outsourcing by the thought of contingency management. This paper advances the mode of the contents identification about the decision of human resource management outsourcing and makes positive analysis for a large-scale state enterprise. Lastly, this paper gives the operational process of human resource management outsourcing and it's risk. By the research of this paper, some new research methods or views are brought forward in the aspect of human resource management outsourcing, and the aim of it is able to make the outsourcing need of enterprises and venders all grow and provide some profitable reference and help for human resource management outsourcing.
