The rapid price fluctuation of aviation oil with fast developing domestic aviation industry has not only drawn the attention of the airlines, aviation oil supply corporations, but also the civil aviation bureau which is the responsible government department and common consumers. How to view the reform of oil supply system? How to drive and deepen the reform? These are the main points discussed in this dissertation.It is found in the introduction of aviation oil supply abroad that even in those matured market aviation oil supply is stilled controlled by the government, monopoly still exists there. But it is not the reason that the reform of aviation oil supply system should not be taken. How to carry out the reform? The current situation of our country has to be taken into consideration. Looking back upon the history of domestic aviation industry and the policy of aviation oil supply, we could find that aviation oil supply system has been changing from a plan directing one to a market leading one. The current energy shortage situation determines that aviation oil supply system cannot totally rely on the market.How to grasp the opportunities of China' s entering into WTO and the liberalization of global aviation industry to push forward the reform of aviation supply system? It is argued that it is necessary to position the aviation oil supply corporations, to increase the connections between aviation oil supply corporations, airlines and petroleum & chemicals corporations, CAOSC (China aviation oil supply corporation) and local aviation oil supply corporation, to improve multi-partner investment to stress more on market admittance and safety supervision instead of being involved too much on detailed businesses. To prevent from radical changing of aviation oil price, aviation oil reserve should be done with the way of country and corporation uniting . The aviation oil supply corporation also need to strengthen their own construction, not only to be more active in the international market, but also prevent risks like the loss of CAOSC Singapore from occurring again. |
