The human resource management was earliest put forward by Chicago university professor and Theodore W Schultz ,who gained the Nobel's economics prize in the late 50's and the early 60's, and the theory succeeded in solving the source of economy increasing that the classical economists haven't solved for a long time, broke through the concept of resources which people believed only the materiality resources such as factory ,machine, etc, could be ,and the raising of person's ability which is formed by the investment of nation, district and enterprise and health protection, population and moving, etc, and the lengthening of the life are also regarded as one kind of form of capital.Our country brought in this kind of the theory in the early 1980s. This kind of theory is extensively uses in the foreign invested enterprises and the enterprises given money by the large MNC. The fact proves that along with the advance of science and technology and the development of the economic globalizationand competition, the competition of the enterprises will be based on the competition of nucleus ability. The development of the enterprises is depended on the quality of persons and the enterprises more and more relies on initiative nature and creativeness of the staffs and the human resource has become the firstresources of enterprises and modern manpower resource management also becomes the most important work in the development of enterprise.The management standard and market competition ability of Baihe forestry bureau have also been constantly raised, and constantly stridden forward to the modernize management domain in recent years. The human resource is also changing gradually from the traditional work human engineering to the modern manpower resource management and has a positive promotion effect on the development of the forestry bureau.This article analyses the management in the human resource, the human resource influencing the enterprise competitive advantage as well as the existing problems in Baihe forestry bureau human resource management. It also puts forward the management in enterprise innovation human resource and realizes that human resource receives the person of ability and encourages method and ways of person of ability's function. Firstly, this article starts with the basic frame analysis of theory of the human resource. It clarifies the foundation of human resource management the differences between human resource management and the human engineering of tradition as well as the human resource competition advantage to the enterprise, etc, which is established in follow-up research. Secondly, it describes the present situation of the human resource management to the Baihe forestry bureau, including the ways, the prize and the regulation of human resource management as well as how to build new choices of person selection. Finally, by analyzing, it points out the majorquestions of Baihe forestry bureau that exist in the management work and put forward suggestions and countermeasures of them.
