21st century is complex and uncertain, the retail environment will bring radical changes and intense competitive pressures. Retailing will become an industry of global competitive. This has resulted in the need for new strategies. Traditional cost management are not appropriate for the new strategies, because they evolved in response to different competitive pressures. Developing a strategic cost management system is one of the best defenses against the competitive pressures in global retail markets. Strategic cost management can satisfy the need for multinational retail enterprises to gain competitive advantage as the most powerful weapon in different challenges, so studying the strategic cost management is an important subject in the 21st century changing business environment.The thesis is divided into four parts:Part 1 introducing the history background: the six changes of retailing business, andthe western theoretical framework for retailing business development.Part 2 studying strategic cost management basic principles, definition, necessarycharacteristic, and modules of strategic cost management is carried on.Part 3 studying "Wal-Mart" effective uses different kind of strategic costmanagement..Part 4 analyzing the successful case—"Wal-Mart" as the world' s largestmultinational retail enterprise ,effective use strategic cost management system is antypical example to offer a valuable and managerial experiences to all retail enterprisesas guideline in practice.
