International trade has been thought to act as the motor of the development of economy, and play the important role in a national economy. It is worthy to point out that the development of the international trade has a faster speed than the one of national economy, and contribute a lot to the inner-economy. Regards as the major part of international trade, intra-industry trade is going to be the tendency of the foreign trade with the growing of economy. In this circumstance, based on the development of trade in Shandong Province, this paper analyzes the development of foreign trade in Shandong, by analyzing the intra-industry trade and the hi-tech industry by studying the new trade theories, applying to new trade theories including intra-industry trade theory, Theory of Product Cycle etc., and finds that the intra-industry trade and the hi-tech industry should be the direction of the future foreign trade in Shandong. In addition, the author tries to show from the quantities that the intra-industry trade in Shandong are dropping behind comparatively by analyzing the intra-industry trade in Shandong from the quantities by the means of quantitative analysis combining to qualitative analysis and G-L index, and comparing this index with the index of developed countries and new industrialized countries. Thereby, we know that the intra-industry trade in Shandong has great developing space and it has practical significance to advance the development of foreign trade in Shandong by developing the intra-industry trade in Shandong. At last this paper gives political measurements from the point of view of macro and micro aspects to promote the intra-industry trade.
