China railway is one of the few monopoly enterprises in China. From the view of microcosmic railway transport market, basically, it is still of the pattern of state owning and state monopolistic operating, which is generally a "Double-Low" industry, i.e. low marketization, low extent of opening up. It reflects its strong closure in capital structure, railway construction and railway operation. However, as the development of economy globalization, the globalization of logistics and opening up of transport market are the main trends and significant characters of global transport industry, opening up and competition become the main subjects of world railway development in 21st Century. Dec. 10th, 2001, China became an official member of WTO, by following the commitment of Chinese authority, china will open up Chinese railway freight transport and its relevant fields in several steps; the opening up of Chinese railway transport market will become an inevitable trend. Since entered WTO, there exist challenges and opportunities, difficulties and hopes to Chinese railway freight transport. It brings Chinese railway transport precious historical challenges and special late-developing advantages in one hand, but also brings austere challenges from the international transport in the other hand. In front of economy globalization and unfamiliar WTO rules, facing those well-prepared advanced foreign enterprises, how will Chinese railway freight transport catch up the opportunities, meet the challenges, and furthermore secure its position in the more severe market competition? How will it choose its future development direction?To the above questions, this paper systematically and in-depthly demonstrates the relevant concepts and theoretical basis of railway freight transport. On top of the demonstration, the writer use a number of dossier and statistical data to compare and analyze the differences in the development history and present situation between Chinese and foreign railway freight transport. Consequently, present us the following revelations: 1. to lead the market into high, medium level freight transport market, infiltrate into logistics stepwise; 2. to establish a globalized statistic management; 3. to transfer products structure to high value & high profit-leading structure; 4. to develop its comprehensive transport ability.Thereafter, used the method of PEST, this paper analyses the macrocosmic environment of Chinese railway freight transport industry after China entered WTO, further more, on the basic of PEST, the method of SWOT is also used for illustrating the influence that entering WTO brings to Chinese railway freight transport industry.Finally, on how to accelerate reform of Chinese railway freight transport, the author puts forward the below developing strategies and relevant means for Chinese railway freight transport under WTO rules:1. Strength — Opportunity: (1) to adopt competitive and cooperating strategy to anticipate international market competition; (2) to consolidate the existing transport products and develop new products.2. Weakness — Threat: (1) to adopt human resources development strategy, accelerate railway specialists; (2) to expedite function transformation of Ministry of Railways, separate government functions from enterprise management; (3) to accelerate strategic recomposition, push "network and service separation"; (4) to make multi-investments as the main pattern, establish modern enterprises system; (5) to carry into execution* quality strategy; (6) to adjust industrial structure. |
