The system of acquisition and reserve of city land is an innovation in the city land system in these years, it is also a hot point in the real estate field. At the recent time, the system of acquisition and reserve of city land has been set up in more than 2000 cities(counties) in China. Practice has proved that the establishment of the system of acquisition and reserve of city land plays a very important role in cultivating and normalizing the land market, realizing overall plan of land use, optimizing distribution of land assets, promoting enterprise reform, avoiding the lost of state-owned land assets. The theory research and practice of the system of acquisition and reserve of city land, however, is still in its infancy, lacking thoroughgoing and systematical research both in theory and practice, causes differences in the operation models and effects of the system of acquisition and reserve of city land. There are problems of incomplete law and regulations, mechanism. In some cities practicing the system of acquisition and reserve of city land, the real estate price is rising, which causes objection and grievance of related benefit groups. This holds up the operation, development and standardization of the system of acquisition and reserve of city land. Therefore, it is important and meaningful to strengthen the research into the land reserve system, explore and set up a complete system and mechanism of first class of land acquisition, reserve and supply in promoting the development of land market, deepening the reform of land use system, establishing socialist economy.This paper focuses on the operation mechanism of the land acquisition and reserve, existing problems and solutions in our country. The paper is divided into seven chapters. Chapter 1 illustrates the meaning of the research, gives a survey of the research progress and tendency both at home and abroad.Chapter 2 discusses the theory of land rent, theory of the land market mechanism, theory of land market out of order, government economics theory, public management theory, and theory of new system economics related to the land acquisition and reserve system.Chapter 3 illustrates the necessity to set up the land acquisition and reserve system through analyses of the land acquisition and reserve system in our country.Chapter 4 studies mainly the operation models of the system of land acquisition andreserve in the country. Firstly, gives a survey of the layout of land reserve structure, operation procedure, fund resource, risk analyses in the operating mechanism of land acquisition and reserve in the country, then, through comparison and analyses of different operation of three typical cities of Shanghai, Hangzhou and Nantong, put forward that setting up government-leading type model is the land acquisition and reserve system conforming to the conditions of China.Chapter 5 gives and analysis of positive and negative effects of practice of land reserve system on our country, got the conclusion that the negative effect of land reserve system is not big for our real estate market.Chapter 6 illustrates the problems in operation of the land reserve system, including mainly backwardness of legislation, incompleteness of operation mechanism and fundraising, lacking accordance of government departments, etc..Chapter 7 focuses on problem solution on the basis of chapter 6, put forward the basic idea of improving the fund operating operating system of land reserve.
