The economical unification of Yangtza Delta has become an irreversible trendy of its economical development. The economical unification of Yangtza Delta is distinctively characterized as large economical volume ,homogeneity of investment environment and all-scale export-oriented economy. The ever heightening of the economical platform enables the economical unification of Yangtza Delta fully display its competitive-cooperative effect and multi-central effect and shift from the traditional exclusively win-or-lose mode to the two-win or multi-win mode. The unification based on the reconstruction of chains will become the basic route that the development of Yangtza Delta economy will follow. Meanwhile, the reduction of the cost and the enhancement of the value of the goods are the strategic platform and dynamical mechanism to realize the "industry tie-in" in this area. This paper proposes two different modes to help reduce the commercial cost: 'the government-propelled mode' and 'the market exchange mode'. The efficient operation of the governmental deeper service system does work to both the reduction of the cost and the enhancement of the value. It is also a necessary factor to the reduction of the cost and the creation of healthy commercial atmosphere to cultivate durable ever-growing enterprises that are closely related to the development of export-oriented economy. Taking Kunshan as an example which features export-oriented economy , this paper point out its shift from the geographical advantages to urban invisible capitals advantageous status and argues the strategy of basing a foothold on the Yangtza River and aiming at the oversea market and specifies some carry-out measurements. It is of some significance and inspiration to the development of other areas in Yangtza Delta.
