As the initial ompetus of the economic development, human capital is one of the most active and special production factors. More and more facts have indicated that except for human capital deposit, the efficiency exertion of human capital is the key factor for a country's economic development and for the improvement of enterprise economic efficiency. The efficiency exertion of human capital depends on the satisfaction for the human capital's carrier, which can be materialized by the incentive effect of an enterprise. So human capital incentive becomes the important factor that affects the development of an enterprise. Also in the process of its development , entrepreneurs and managers play the core leadership to give counsel for the development of the enterprise, so the stand or fall of the human capital efficiency exertion of managers determine the high or low level of the managerial efficiency ,thus affect the operational efficiency of the enterprise. In fact it essentially concerns the problem on how to inspire managers. Due to the important functions of manager's human capital incentive in the enterprise's development, the paper specially does an empirical research on the influential elements of managerial human capital. Firstly, this paper analyzes the importance of human capital and the incentive to it in the development of an enterprise, then all elements from human capital factor which can influence the degree of inspiration to human capital in great detail. Base on the research and analysis to available documents and interview with higher-class managers, I try to find their feelings about the effective inspiration in their work. .Then this paper analyzes these factors and plans some indexes of them, so as to make a questionnaire. Through the study of the small specimen paper and the conduction of the SPSS11.0 software, the data is compressed and the further analysis is done, so as to assure the reliability of these indexes. Then the formal questionnaire is designed according to the result of the small specimen research, which is handed out to more than 500 enterprises in different trades and in several districts. Lastly, we use T-test to verify the distinct difference between the score of all the indexes and the standard score, and then analyze the test results and got the empirical result .At last, we do some theoretical explanation about the result of the empirical research and give some effective suggestions and measures to promote the incentive effect. This paper is an empirical research on managerial human capital incentive factors, which is still in the period of exploration, and this paper is just seeking to set up an index system, which inevitably has some shortcomings. However, it uses the empirical research to prove the both necessary and deficient aspects of effective incentives. Furthermore the research and methods and the index system the paper uses are very innovative for further empirical research.
