Study On The Policy System Supporting Technology Innovation Of Small And Medium Enterprises In Taiwan

Nowadays, the development of economy and technology varies everyday. International competition has become the competition of technology innovation and high-tech industry increasingly. Since China have entered into WTO, it has profound strategic significance to enhance the capability of science and technology innovation and accelerate the step of science and technology's industrialization . The small and medium-sized enterprises play a vital role in it. Recent developments show that the small and medium-sized sci-tech enterprises ,whether in the aspect of quantity or quality, have became the important power in the technology innovation and development of high-tech industry. Because of the small and medium-sized enterprises' limitation in the aspects of technology and qualified personnel, the support from the government is very important. Therefore many developed countries and regions establish more perfect policies and measures to support the technology innovation of small and medium-sized enterprises. Among these, china's Taiwan is typical. The thesis studies the macroscopical policy environment and supporting measures from the aspect of common policy, using the method of history analysis and comprehensive research. And it puts forward the relevant viewpoints combining the practice of small and medium-sized enterprises' technology innovation in china.The thesis includes six parts, or six chapters.In chapter one, it comments the small and medium-sized enterprise's concept and characteristics, the theory of technology innovation , foreign governments' policies supporting the small and medium-sized enterprises and the necessity of government's support for the technology innovation of small and medium-sized enterprises. It mainly discusses the theory of technology innovation and the necessity of government's support for the technology innovation of small and medium-sized enterprises, which provides the theory for other chapters' analysis.In chapter two, it firstly reviews the developmental track of government's economy management notion in Taiwan, which will help us understand the back-ground and change course of its policy of supporting small and medium enterprises. Secondly, it analyses small and medium-sized sci-tech enterprises' general situation and supporting organization in Taiwan. In order to supporting the small and medium-sized enterprises' healthy development, Taiwan established not only official supporting organization by government-SME department, but also civilian supporting organization --SME Association and SME Development Company, which provided the organizational safeguard for small and medium-sized enterprises' development. This chapter focuses on the analysis of small and medium-sized enterprises' official supporting organization and its function..The third chapter mainly analyses Taiwan's macroscopic policy environment from the aspects of industrial guide policy, legislation policy, favorable financing policy, human resourcepolicy and sci-tech service policy. In the part of industrial guide policy, it looks back the four economic development phase guided by Taiwan's government. Through these analyses, on the one hand it can make us know the small and medium-sized enterprises' technology innovation environment from the aspect of macroscopic, on the other hand it can lay some foundations for the further analyzing the policies and measures supporting the technology innovation of small and medium-sized enterprises in Taiwan.The fourth chapter is the key part of the thesis and places emphasis on the analyzing the policies and measures supporting the technology innovation of small and medium-sized enterprises in Taiwan. It analyses the potent supporting in the aspects of finance, technology, manpower and service through relevant policies and measures. The effect of sci-tech garden is prominent and is worth using for reference. This chapter focuses on the analyzing the successful measures in the aspects of management, legislation, favourable conditions and cooperation with universities and institutes. Besides, other measures have their traits. In the aspect of innovation-supporting fund, Taiwan's government adopted the measures of direct investment, favorable financing policy, setting up sci-tech stocks and establishing innovation fund. In order to developing small and medium-sized enterprises in the early phase healthily, Taiwan established the incubator center through studying the incubator system of America. The measure for boosting official research department accelerated technology's industrialization. The measure of establishing SME collaboration system not only enhanced the enterprises' ability of competition, but also enhanced their ability of technology innovation. Personal training and innovational inspiring provided the mental supporting for the technology innovation of small and medium-sized enterprises.The fifth chapter, on the basis of former chapters, values Taiwan's policies of supporting the technology innovation of small and medium-sized enterprises from the aspects of macroscopic and microscope. For the analysis from the aspect of microscope, its success rests with the authorities' modest managements. For the analysis from the aspect of microcosmic, the policies and measures established by the authorities played a vital role. Then, it analyses the three principles of the supporting policies established by the authorities, which are synthesis principle, imitation principle and choice principle.Chapter six, the last chapter of the thesis, raises the relevant policies and proposals in the development of Mainland's small and medium-sized sci-tech enterprises with the reference of Taiwan's successful experiences on the supporting policies for small and medium-sized enterprises' technology innovation.
