| Sustainable development is the social developmental theme and the compative active guide together in the world. The county has occupied 90% of our country area and plays an important role during the course of the regional and national development. Regional sustainable development of County is the foundation of social and economic sustainable development and the emphasis of sustainable development research in our country. The strategy of developing west region has the effect on society and economy development of banners and counties of Huhhot. But the changes of the sustainable development capacity banners and counties of Huhhot bases on the influence of the strategy of west development. This paper researches the problems on the comprehensive evaluation of sustainable development capacity of banners and counties of Huhhot and then drawing some suggestions and measurements. 1.This paper constructs the comprehensive evaluating index system of sustainable development capacity and comprehensive evaluating model suitable to character of banners and counties of Huhhot city based on science, system, manipulation, comparation, emphases, qualitative and quantity principles. 2.Based on system dynamics theory and method, it builds sustainable development trend forecast system dynamics model of banners and counties to simulate and forecast sustainable development capacity of banners and counties of Huhhot city. 3.This paper sets an example to evaluate sustainable development capacity of banners and counties of Huhhot city from 1998a to 2003a and analyzes comparatively based on time series and regional differences. In conclusion, although sustainable development capacity of banners and counties of Huhhot city keeps a low level, it constantly presents increasing trend. It closely relates with developing social economic and improving ecological environment on support of the strategy of developing west region. 4.A case study of Tuo-ketuo county, applying sustainable development trend forecast system dynamics model of banners and counties, the paper analyzes sustainable development trend for three different scenarios of Tuo-ketuo county from 1998a to 2015a. It concludes that bearing the weight of ecological environment and resources, Tuo-ketuo county must accelerate economic investment and foundation construction to accelerate economic development and must improve living level of populace and ecological environment to adjusting economy, society, population, resources and environment. 5.This paper gives the reasonable advices to realize sustainable development banners and counties of Huhhot and gives the prospect for the research. |
