As the infrastructure construction of road is continuously improved, due to its flexibility, fast, directly access and wide range, road transportation has become the most important mode of transportation. Goods transportation is an essential segment in the process of goods distribution. Its cost accounts for about 35%-50% of the total logistics cost, and 4%-6% of the total price of commodity. In order to strengthen the transportation management, optimize the transportation processes, enhance the usage of transportation resource, decrease the transportation cost is the concerned hot issue of all the transportation enterprises. Under this background, the paper analyzes and designs road transportation cost calculation system, and researches the problems of road transportation cost calculating and path planning, which supports the theoretical basis for system design and implementation.According to its generating characteristics, transportation cost is composed of labor cost, vehicle operation cost and other cost. Analyze the influences of goods, distance, vehicle load and market on transportation cost. Based on these, the paper calculates quantitatively all the constituent parts of cost and then establishes the transportation goods cost calculating model. Due to analyzing the input parameter of model, it designs the implementation scheme of transport cost calculating.Path planning problem is the key of system implementation. Through the analysis to characteristics and structure of road network data, the paper establishes three-section hierarchical road network data model. For large regional road network, the paper divides into three sections in accordance with the connected point between urban and high-level road. In each section, according to the road grade, the road network is divided into three levels, namely, high hierarchy, secondary high hierarchy and low hierarchy. When calculating the optimal path, the system starts from initial point and then finds the point which connects the high-level road and then searches in the high-level road until it finds the optimal path. After analyzing and comparing the traditional optimal path algorithms, the paper chooses A* algorithm as optimal path planning algorithm, improves the evaluation function and makes distance, steering angle and terrain characteristic as evaluation factor. In order to enhance the efficiency of algorithm, by using alternatieve search mode from initial point and terminal point the paper is going to calculate path. The simulation experiments show that bidirectional improved A* algorithm is better than ordinary A* algorithm in the search time.Based on analyzing problems of road transportation cost calculation and path planning, this paper detailed analyzes system requirement, detailed designs system general functional structure, database and interface and finally implements the basic functions of system by using Visual Basic, MapX and SQL Server.
