Next Generation Network (NGN) is a operational, maintainable and manageable communicate network which is representative of the soft switch and based on IMS as the core framework. What is more, the development of multi-network integration and cognitive network is the tendency of the next-generation networks and the basis of next-generation communications networks oriented to the integration. AAA (Authentication, Authorization and Accounting), which provides the secure framework with the access control in routers and access servers, is essential to take charge of the basic services of the security and management.This paper will design an adaptive dynamic threshold pre-authentication handoff method which is based on the vertical handoff in heterogeneous wireless network, named PADT (Pre-authentication based of Dynamic Threshold). The dynamic threshold mentioned above is based on the speed of MN dynamically after the choice from layered AAA strategy. In the mobile Internet, mobile switching and authentication are often compatible, but adding the certification process in the authentication process would seriously reduce the handoff performance and thereby can't ensure the mobile node's application requirements. PADT which combines the layered AAA strategy and dynamic threshold means reduces the burden of network information exchanging more effectively. According to the simulation results, we can see that the PADT can achieve the purposes of adaptive pre-authentication and improve the system performance of vertical handoff.Cognitive radio is the area of basic research in cognition. As an important means to improve the spectrum's utilization, cognitive radio has become the hot spot research of the next generation of network. In the decision-making process of cognitive radio spectrum allocation, each SU (secondary/cognitive users) frequency bands and power should be fully taken into account, and unlimitedly compete for resources between the SUs, which is the unavoidable question. This paper proposes an improved system resources dynamic allocation strategy which is based on trust and cooperation. The theory basis is centipede game theory model. This strategy contains the collaborative database model and the function in order to establish long-term alliance. From the simulation results, we can see that the dynamic allocation strategy can effectively improve the system efficiency of resource used and achieve fairness between the SUs.
