Software companies have been hoping to the greatest degree of reusing the existing resources.Process-oriented and object-oriented programming within the system modules can be reused, but inside reusabliity can not meet the needs of enterprises. The enterprises are eager to share the information among the heterogeneous systems which are developed by different programming languages. The SOA (Service-oriented architecture) is a new software development architecture, its core element is service. In the comparison with the traditional development, the biggest advantage is loose coupling, platform-independent and can solve the system to respond to future demand for flexibility and interoperability between heterogeneous systems problems.Today, the development of systems based on J2EE technology is widely used, and the attempt of using SOA is more deeply in software world.Based on the needs of enterprises for SOA,the author studies the IMS(Information Management System) MFS(Message Format Service),designed the runtime environment based on IMS MFS,and finally study and implement the web support for IMS MFS.This paper firstly introduce the SOA elements and their implementation technology, then the IMS database, especially the IMS MFS and SOA service analysis,on this basis, proposed the integration of IMS information services to the modern project ideas. And designed the MFS metamodel based on EMF (Eclipse Modeling Framework) to implement the original IMS MFS function, then implement the model with java code and detailed description. Finally design the J2EE-based runtime environment with DBCS support.Using SOA's ideas to reuse the original IMS MFS service and implement the web support,it has a loose coupling, highly integrated advantages.
