| With the acceleration of urbanization process, traffic problems are becoming increasingly prominent in our work and life, more and more attentions are paid to Intelligent Transportation Systems. Vehicle location and navigation system is an important component of ITS, Many advanced technologies are applied in it, such as Positioning technology, GIS technology, computer technology and communication technology. Vehicle location and navigation system is a benefit of better allocation of traffic resources and use of roads.Currently, most of the vehicle location and navigation systems are autonomous, in this paper, a central vehicle location and navigation system which brings in a server side is talked about. This paper researched on the navigation part of this system, namely, the path planning part. Compared to general path planning method, the meaning of path planning here has a wide range, includes not only general sense of path planning, but also the road matching of terminal's current location and the determination of road traffic status. In this paper, electronic map of MapInfo format is used as the source data. Firstly, this paper introduces the system architecture and functionalities of all parts. It also describes the navigation server in its functionality, communication method with other modules, and its own workflow. Then, the database design and algorithm implementation are detailed described, including research and implementation on the road matching module, the road status determination module and the path planning module. In this paper, our terminal is used as the probe car to provide information for the road status determination, that's a good point in this paper.The results show that, the navigation server in this paper can meet the requirements of vehicle location and navigation system, and can work well with the other modules in the system.
