Service-oriented framework (SOA) and web service have become the standard architecture for distributed applications. Internet protocols and communications standards make it possible to communication and interaction with heterogeneous platform. In recent years, a large numbers web services make the Internet from a static document into a database and the success of e-commerce market. Currently, web services have been widely used in B2B and B2C.Web service as a new technology, has successfully achieved cross-platform, language independent, evacuation coupling interaction and integration of heterogeneous applications. Web service constitutes a service-oriented distributed computing model. In the current software development technology, XML-based web service technology is considered the most promising of distributed computing model. Web service protocols, the semantic definition and the popular XML-formatted data representation can be simple, flexibly, remotely accessed. Web service message format also supports the widely accepted HTTP message format bindings. Web service is a good solution to the service, heterogeneous clients and service delivering systems of difference languages. Currently Microsoft, IBM, Sun Micro and other industry technology vendors have made their own set of business solutions. In view of these, automatically release web services, provide functionality according with semantic processed and discovery required web services through semantic matching, become the current research focus.This paper aims at building a semantic web service domain ontology library, web services description ontology library, quality of service (QoS) description of ontology library, build a set of relatively complete web services and QoS semantic matching algorithm. Making degree of match results can be measure the level of functional requirements and service quality meets the query requirements for the semantic web service discovery. Finally build reference implementation for support QoS semantic web discovery.
