Modern enterprises attach great importance to Human Resource Management, Enterprise Human Resource Management also develops from a single enterprise management model to a variety of management models, there are group-oriented model of centralized management, human resource management outsourcing model, and so on. Based on the different mode model, method on human resource management has become more diverse.The traditional human resources system is suitable for single-enterprise model. Not quite meet the centralized management model and human resources outsourcing model. With the development of human resources management, it is increasing emphasis on the scalability of system functionality. Because at the present stage of human resource management strategy uncertainty. Unlike the financial management system has a clear limit because they have laws and a regulation of national unity, its management strategy is changing with the market developed. Modern human resource management serve for enterprise development strategies, Human resource management in modern business activities at all levels play a more important role in. With the computer technology and Internet applications rapid develop, enterprises for human resource management system has a higher demand. Users need not only to provide a basic human resources management functions, but also can be continuously expanded, smooth and easy to customize a powerful management tool. Therefore, research and design in line with the actual human resource management features, easy expansion, and functional adaptable system has very important practical significance.For the inadequacy of traditional systems architecture technology, through a comparative study of the method, this paper presents the concept of human resource management system which base on XML Web Service-based technology and SOA. Perspective of modern enterprise management, According to business requirements, Service-oriented functions of each module. Combinations of system developers have the advantages of the service sector, use of Web services provided in the form of these functions. And according to the actual needs of customers, Developed and implemented a new human resources system architecture,it achieved good results in practice.This HRMS based on XML Web Service and SOA architecture in this article is developed in the platform of Microsoft, it is proposed that using the SAML preserve the security of system, and adopt the BPEL language to archive the dynamic functional composition for the customization workflow, that improving the scalability and expandability of the system. Because of providing the better platform for the extend and upgrading, it obeys the technical standard of XML Web Services and the principles of SOA architecture, considering the business application of contemporary system and the expandable function used in the future in the designing process.Based on XML Web Services technologies and SOA systems, this article describes the Web service-based system design, internal structure, function plan and data communication methods, etc. It describes how to implement the customization workflow of human management by the BPEL language, and it creates an example to achieve the system platform and functional modules.This paper mainly discusses the following aspects. First, it clarifies the essence of this article, second it describes the system used by the relevant technical which from management framely by the business requirements, framework, security, modules and or so. After that, it introduces the flow customization by the BPEL and implements the security by the SAML. Finally a complete example illustrates the implementation of process customization.
