Shanghai AIC(Adiministration of Industry and Commerce) is an organization under Shanghai Municipality with the responsibility of market supervision and administrative law enforcement. The Shanghai AIC information system covers the internal management activities and office affairs, the external administrative licenses and supervision service and legal affairs enforcement and consumer rights protection information solutions. After the system is built, all personnel in Shanghai AIC will be able to do their work under the support of the system. And all the legacy data in district-level branch databases will be transferred to the city branch database. The new system will use Browser/Application/Server(B/A/S) architecture to fulfill the business requirement under the J2EE standards. According to the plan, there will be administrative penalty and supervision system, OA system, enterprise registration system, foreign investment enterprise registration system, private owned enterprise registration system, self-employed people registration system, enterprise annual inspection system, advertising supervision system, 12315 system, contract supervision system and so on that need to be rebuilded. In the design phase it will be taken in account that how to make Shanghai AIC business switch from the legacy system to the new system safely.Because of the importance of AIC business, it must be connected with the other department, person and business and it constitutes a workflow. The traditional information system is lack of the ability to control and supervise the workflow effectively. And the business logic is highly coupled with the program. If the business logic is changed, the program must be changed too. Workflow as the key technology in process management makes enterprises capable of customizing their processes according to their requirements. Then they can organize functions and work groups according to the processes. Additionally it realizes to separate the applying logic from process logic, the process modeling from specific data and function. Thus it can change the system functions by modifying the process models, instead of modifying the specific functions and it obviously improves the enterprise's flexibility and reaction. Especially as Shanghai AIC's massive data is being centralized in one place and it needs more efficiency, validity and disciplinary in the administrative business, the AIC information system can fulfill the Shanghai AIC's rapidly developing business requirements and keep its business reliable, solid and usable. The article introduces the design and implementation of Shanghai AIC information system and how the workflow technology is used in the system based on the workflow theory and AIC business. Additionally the article introduces the research on the multi-role activating task and multi-user activating task problems in the workflow theory, and then the article gives the solutions to solve the problems and make Shanghai AIC business develop continuously, steadily and healthily. Now the system is online and has shown its value. The main research work in this article is: (1) When rebuilding the legacy system, the problems about how to let the new system and the legacy system work together and how to let Shanghai AIC continue to do their work, are taken into account in the design phase. (2) Using the special technology of Informix database, the complex query is isolated from the normal business and the database is optimized to ensure the Shanghai AIC information system has high scalability after the massive data is centralized. (3) The workflow technology is used in the Shanghai AIC information system based on the workflow theory and Shanghai AIC business to make sure that business is done on the procedure. (4) The multi-role activating task and multi-user activating task problems in workflow theory are researched and the solutions are given to solve the problems. And the multi-user activating task algorithm is expanded to solve the problem in the Shanghai AIC information system more effectively. (5) The J2EE technology and SSH open source framework are used to make the Shanghai AIC information system scalable, maintainable and robust. And IBM WebSphere middleware is used to support the system. At last the performance test report is given to show the system has high scalability.
