With the rapid development of digital content service industry, the problem of pirate and copyright infringement has became the barrier of the wide use of the digital content. In order to effectively protect the rights of authors and publishers and promote the business process of digital content service, the research on digital copyright protection is of great significance. Recent popular digital rights management system is based mainly on encryption technology to solve security problems of resource using, that is, encrypting content, restricting and limiting the release of digital content'distribution in the range of specific user. However, the customs call for higher services while the digital content is being applied in the every corner on Internet. The new generation of DRM (Digital Rights Management) system should include the description, the recognition, the transaction, the protection, the track and monitoring to the usage of the digital property and so on, which main purpose to prevent unauthorized use, maintain the integrity and enhance the convenience and security of digital content. The kernel of DRM systems is digital content copyright protection, while protecting the copyright of digital content, essentially is to set permissions for digital content and effectively control it. So the research of access control on DRM has become a hot topic and difficult problem.Against the deficiencies of existing digital rights management on access control model, firstly, this paper introduced a new dynamic privilege authority model:Based attribute-RBAC with character of delegation usage control model, called EUCON. We used it to implement dynamic control and management for digital copyright protection. Secondly, based on the EUCON model, Temporal Logic of Actions was used for formal describing the EUCON core model. Addtionally, we proposed a fine-grained role delegation model based on usage restriction (called UCRBDM) to ensure EUCON model support fine-grained delegation. Finally, by applying EUCON and delegation mechanism to the DRM system, a new digital rights management model based on the structure of DRM reference system was presented, which provided a new program and idea for digital copyright to effectively address the problem of the certification, management, copy-protection, and preventing proliferation.
