The future wireless network is bound to be a heterogeneous network, in which many kinds of access networks exist together, coordinate with each other and supply users with seamless mobile communication experiences. How to utilize the technology of each access network and its strength efficiently so as to offer customers harmonious and excellent quality of service has been the key research point for academy. Meanwhile, one of the most popular research fields is the radio resource management technology in heterogeneous networks. Because of the fixed spectrum allocation strategy, there may be load unbalance among different networks, resulting in low spectrum utilization. On the other hand, cognitive network technology possesses many features, such as spectrum detection, spectrum mobility management and etc. It offers a new way to solve the low spectrum utilization problem and can allocate spectrum dynamically.This paper mainly uses TD-SCDMA (Time Division-Synchronous Code Division Multiple Access), WLAN (Wireless Local Area Networks) and WiMAX (Worldwide Interoperability for Microwave Access) to construct a heterogeneous network, and takes it as the research object. On the available research platform, new radio resource management methods are developed, designed and implemented. The feasibility of the three access networks are also analyzed and verified. Besides, with the integrating of the cognitive radio features, the radio resource manager of the three access networks is designed and realized. This radio resource manager is independent with other networks. It has centralized architecture. By implementing the load balance, access control and spectrum sharing algorithms, the spectrum utilization situation is managed and coordinated among the heterogeneous networks. This radio resource manager offers a new solution for realizing seamless handover of mobile terminals and efficient usage of radio resources in different networks. It improves the overall network performance and quality of service for the customers.
