With the globalization of telecommunication and the development of broadband wireless communication and Internet, there has been great revolution in wireless communication domain and many kinds of wireless communication networks have been built. For the purpose of providing seamless cover of all kinds of services, there's a need to utilize the different wireless networks together.In the domain of utilizing heterogeneous networks, joint call admission control(JCAC) is an important component of common radio resource management(CRRM). For heterogeneous networks, JCAC is faced with great challenge because of the differences of access technologies. It is important in JCAC to design consider how to utilize heterogeneous networks more efficiently, so that users' QoS could be guaranteed and radio resources configuration could be optimized.This thesis studied and analyzed the CRRM models of 3GPP in detail. On that base and with the reference of some models of other projects, this article put forward a kind of centrally-determined and layered CRRM architecture model, and described the architecture and modules in detail.Based on the new model, this article designed a kind of time-divided and two-stepped fitting factor JCAC method and verified the performance according to the simulation result. The method calculates the fitting factor by two steps and differently according to two different time periods, and introduced the calculation of network-sided fitting factor, which is service-type and network-sided factors oriented. Compared with the old JCAC method, this method could avoid overload of network processing task and transportation task, and besides, this method could cut down the JCAC processing delay. At last the simulation was designed under the scene of three kinds of networks, and the result could tell, that the method not only does well in call blocking rate and handover dropping rate, but also takes the network load balance and user satisfaction rate into consideration.
