Both for civil use and for military use, the radar is used in many areas, basic functions of the which include detecting, tracking(fixing) and imaging. Commonly the radar can be divided into two kinds:single base station radar system and multi base station radar system according to the number of radars used. The airflow of the stratosphere changes gently with fixed direction, the height of which to the earth's surface is between 10km and 50km. Because of the lower cost of building motorboat, convenience for position control and networking, and detecting or imgaing the objects overlooked in at a suitable level wihout dead zones, some scholars proposed the motorboat was used as the Vehicle for communication or radar devices ago. System of ISAR(Inverse Synthetic Aperture Radar) in the the stratosphere is worthy for being researched, but the public material and the research for both communication and radar in the stratosphere are in the stage of theoretical exploration.After being maked an investigation for two months, and then ten months of efforts, this paper has focused on the following aspects:1. On the basis of research work previously, this papper proposes the structure of the ISAR system in the the stratosphere, and discusses the function and the operating principle of every physical device part of the system.The necessities of the ISAR systerm in the the stratosphere are analyzed.2. In the light of characteristics of the ISAR systerm in the the stratosphere (such as:feeble ground clutter signals) and the concrete design parameters of the physical device, the feasibilities of the fucntions of the ISAR systerm in the the stratosphere are discussed in this text. According to the physical parameters, the simulations of detecting, tracking and imaging are achieved for the ISAR systerm in the the stratosphere, which proves that the fucntions of radar in the the stratosphere is feasible.3. About the ISAR systerm in the the stratosphere, this paper also probes the ares of imaging for multi-objects, target recognition of radar imaging, radar netting and short time track forecast with netting radarThe structure of the ISAR systerm in the the stratosphere is designed and the simulations of it are achieved, but the systerm is not perfect, the correct range for the physical parameters of it is needed to be discussed and further study is needed in methods of detecting, imaging and short time track forecast in future.
