With the rapid development of Internet in the world and the rapid spread of various Internet applications, users increasingly demand high bandwidth, causing network is growing, such a large scale will inevitably bring a huge network management. In-depth analysis of network operating conditions can be found, the network bandwidth increase, but the networks did not directly proportional to improve efficiency, widespread uneven flow distribution, the problem of low utilization of network resources. This article discusses a balanced flow of targeted Internet traffic flow scheduling system theory and realization.This article first Internet traffic from the basic method of adjusting paper discusses the current mainstream of traffic scheduling method involves the collection of traffic, scheduling policy and adjustment steps, combined with Tietong network structure of the actual situation, the most balanced discussion of traffic volume, cost the least change at least three main objectives of the multi-objective network flow scheduling system implementation process, mainly on the following areas were discussed:1.
