Group cell architecture is a kind of general cooperate distributed architecture. It enables the use of multi-antenna technologies and the advanced physical layer technologies. Group cell architecture can solve the frequent handover issue resulted in the increase of carrier frequency, and has been applied in FuTURE TDD system.With the unprecedented growth of personal mobile communication needs and reliance on personal communications, both the number of users and wireless communication traffics are increase rapidly. The contradiction between the limited nature network resources and the infinite communication needs is the fundamental contradiction in mobile communication system, which is getting worse. The existence of the contradiction makes full use of limited resources to meet the business needs of users become the problems to be solved. The key target of radio resource management is to solve these problems. Traditionally, radio resource management includes access control, handover strategy, resource allocation & scheduling and load sharing. With the development of technologies, access control and load sharing are included in resource allocation & scheduling. Therefore, the most important topic in 4G system about radio resource management is handover and resource allocation & scheduling.Handover is one of the key issues in wireless communication system, which significantly affects the customers'business continuity and mobility. As the frequency further enhanced in next generation mobile communication system, cell radius will reduce further. Therefore, handover will be more frequent and the problem will also be more complex. This thesis carries out an advanced handover strategy which is adapted to group cell network, maximum utility protocol slide window handover strategy. This strategy considered the utility of handover user itself and interference it will give to the other users in the telecommunication system. As a result, it achieves an improvement of system utility, success rate of handover and utility of resources in use. It also decreases the rate of drop off and improves the probability of receiving service for the users in need. In a word, the performances of the telecommunication system are improved.Based on the researches on opportunity cost and customer satisfaction in economic theories, this thesis proposes an advanced handover strategy in group cell system, which is named Opportunity Cost-Customer Satisfaction (OCCS) handover strategy. This strategy includes a new handover decision algorithm as well as a new resource allocating method. It considers the system functions in a long run, which significantly reduce handover times, improve handover success rate, as well as upgrade system resources'utility and customer satisfaction.Users'competition for limited resources is the key reason of the appearance of resource allocation technology. Resource allocation technique is to maximize the utility of system resources through accessing appropriate users as well as allocating and scheduling resource rationally. The effectiveness and fairness is the focus in resource allocation. In order to make the limited system resources provide users with better services, this thesis presents a customer satisfaction based resource allocation strategy, which treats maximizing users'satisfaction as the main goal. The paper analyses three types of utility functions, and further subdivided and contrast for risk aversion utility function. According to the characters of wireless communication systems, constant risk aversion utility function is selected as the most appropriate resources allocation utility function. The constant risk aversion utility function can make adjustment according to the diversity needs of different traffics, which enables the multi-service systems to maximize customer satisfaction.Including the thought of scheduling into the strategy of handover, the strategies carried out in this paper achieve great improvement of the success handover rate, the system throughput, and other indicators. Based on the researches on economic theories, risk aversion and customer satisfaction are used in the study of system resource allocation strategies. By transforming the utility function, the trade-off between the throughput and fairness is realized, which upgrades the system customer satisfaction. In the end, according to the opportunity cost theory in economics and the research results in resource allocation, an entire handover solution which includes a new handover decision algorithm as well as a new resource allocating method is carried out.
