Focused on the replacement of the current network optimization for globe system for mobile (GSM) network standard, there were two generic ways to perform network optimization program: one was called the push-replacement scheme (PRS) and the other was the simple flower arrangement style replacement scheme (SFASRS). PRS technique was simple and easy to operate, and everyone construction team done forward independently and would not be disturbed by each other, but it was result in the wireless signal being out of the certain region, a long time to waiting for the replacing the stations, wireless signal cross-coverage between the different manufacturers'base stations to cause a large number of interference within the overlapping regions; SFASRS technique was simple, too, and could avoid a wide range of coverage blind region, but would require a large number of construction teams, at the same time, every construction team was hard to synchronize each other, the distribution of base stations supplied by different manufacturers and wireless inter-coverage would be resulted in more cross-interference.According to the project to meet the general requirements of the network fluctuations as small as possible, to maintain the greatest possible replacement in the process of user-aware, and to avoid customer complaints, therefore these two conventional methods could not meet the general requirements for the replacement. By analyzing the base stations he necessary and sufficient to be powered on or off, this thesis studied and constructed the mathematical modeling model of the base station coverage by set theory, studied the propagation characteristics of radio signals, as well as CDMA(code division multiple access system) technology, respiratory effects, to form the analytic relationship of a base station in serving local load with coverage radius, which were the theoretical basis on the main base station and interval-type ideas. By the simulation it presented interval-type keeping coverage network optimization program, and by the drilling-operation it approached to small-scale validation. After the success of the drilling-operation, the interval-style coverage program was applied in the following replacement constructions. The main innovations of this idea was to ensure that after the first group of base stations were powered off and rest group of base stations (old equipments) were still working to meet the coverage of services, and after replacing the first group of base stations (new equipments) following the closure of the rest group of base stations (old equipments) was also able to meet all the coverage, the method was called keeping coverage.In this thesis, the concept of a set of the main base stations, inherited the advantages of SFASRS, using the limited base stations to network optimization process, to insurance service coverage, and it proposed interval-type programs, effectively applied CDMA respiratory effects, while application of the main characteristics of the base stations coverage possible was result to the reduction the number of base stations for insurance service coverage in the optimization process, which effectively reduced needs for the number of the construction teams, respectively.The idea of interval-type keeping coverage program in this thesis had been applied in Ningbo, Taizhou, Zhoushan, it was successful to accelerate the progress of the network optimization, to reduce waiting time and to increase the efficiency of the construction team to an extreme. In particular, the main base stations idea was used, the out of service period for optimization network could be controlled within a few minutes, and the same time, with enhancing team efficiency, the period of the whole optimization construction can be reduced accordingly, which greatly reducing the reaction resulting from the network being out of service. By post-evaluation of the optimized project, in particular, the result of zero customer complaints and the following results of customer satisfaction surveys, it was proved that this idea in this thesis was successful and practical.This thesis was presented base on China Telecom CDMA network in the replacement project which was summed up the results of the telecommunications groups and could be practical experiences for incoming replacement engineering of the China Telecom CDMA network.
