Research On Rights And Interests Of Library Users

With the continuous increase of the consciousness of civil rights in modern society, the issue of right and interest of library user has become a hot topic in the international community of library science. It has been widely recognized that the great importance should be attached to the right and interest of users, in order to meet the user's ever-growing demand for knowledge and information materials.In the study, on the basis of analyzing and summarizing the status quo of the research on library user's right and interest among the international research community by combining several approaches including comparative analysis, bibliometrics, user survey and SWOT analysis model, we present here a comprehensive interpretation on the concept of library user's right and interest from aspects of law, humanity, and library profession. Furthermore, we conducted a theoretical exploration and practical investigation on the topic of library user's right and interest.Firstly, we made a comprehensive investigation on the research status of the library users'right in the related international communities, and elucidated the definitions and connotations of user's right and interest in various subjects, and among scholars from different fields as well as in the filed of library sciences. Based on the detailed analysis on the research of library user's right and interest at home and abroad, we introduced the features of research work on library user's right and interest in China and gave some suggestions on its future development.Secondly, we interpretated the library user's right and interest from the legal point of view. On the basis of summarizing the relevant legislation on library user's right and interest at home and abroad, we gave detailed interpretations on some articles of laws relevant to the library user's right and interest, and further discussed the revelation of library legislation process in some advanced countries to the future library legislation work in China.Thirdly, we interpretated the library user's right and interest from the aspect of humanism. After introducing the origin and development of library humanism, we proposed a "five right-interest" concept which suggests that the library users should have five rights and interests. We further explained the five rights and interests one by one from the aspects of humanism, and indicated that the library humanism and library user's right and interest depend, promote and complement mutually. Fourthly, we interpretate the library user's right and interest from the aspect of library profession. In this part, we introduced the professional statements of library field at home and abroad, correlated the provisions in the statements to library user's right and interest, and give detailed explanation on the related provisions. Through such a means, we deduced the values in library profession and the basis of career commitment for the research on library user's right and interest; also we explored deeply the library professional philosophy behind the topic.Finally, we accomplished an SWOT analysis model for library user's protection of users with respect to their right and interest, and constructed an improved system for the protection of users'right and interest. On the basis of aforementioned work, we performed a survey on library user's right and interest among several domestic universities by combining the questionnaire survey and internet web-based investigation. By using the SWOT analysis approach, we proposed several schemes and constructed an improved system for protection of library user's right and interest in domestic universities, which may serve as a useful reference for research work on user's right and interest in the field of library and information science, as well as for library practice.
