With the continuous development of China's economic construction, China's highway construction industry develops rapidly, especially highway has made remarkable achievements. Most economically developed areas, paved road network has been basically completed, pavement maintenance and management problems gradually to be concerned. As highway management and maintenance departments should establish their own management area as soon as possible within the pavement management system, the introduction of modern management methods, system analysis and computer techniques for road maintenance, alterations to provide scientific data and analysis methods for the effective use limited resources to provide a good level of service road, ultimately reducing the transport costs of the whole community, saving social resources. Pavement Management System has changed the traditional and backward road management, road management decision making more data, information technology and scientific. National pavement management system application practice shows that the establishment and implementation of pavement management system is the future development trend of road management.This system is based on the subject "Asphalt Pavement Maintenance intelligent key technology research" of Hubei Expressway Industrial Development Co., Ltd., combined with the practical needs of asphalt pavement maintenance. This article first introduces a detailed analysis about functional requirements for the asphalt pavement maintenance decision to determine the system's network topology and the developing technologies. This system uses B/S architecture, applying J2EE open source frameworks Struts, Spring and Hibernate, and JavaScript frameworks JQuery for development.This paper describes how to build the platform, database design, data persistence design, and various functional modules design. The building of platform are described detailly to config Struts, Spring, and Hibernate; database design described in the road database, road maintenance database, road making libraries and library system piping design; data persistence design introduced POJO files DAO mapping files, and the preparation of documents; various functional modules design is described in the function of the module, as well as key technologies used in the development process. Maintenace data is converted from Excel to database data by the HSSF POI package, through ajax technology to achieve data exchange between the front and back, web page using JSON format for transmission and jquery plug-ins Flexigrid to read the JSON format data, statistical analysis diagram graphs and pie charts using amcharts drawing, word document was compiled by the iText. Finally, this article summarizes the results of work, and the next step work was expected.
