Currently domestic political and business information is develop quickly, But at the same time there are still some questions. A considerable number of web sites exist these phenomena such as information update is not timely,the service function is not perfect and the system has a poor security performance. These problems constrain the development of websites. In order to solve these problems, The Authority management system is developed. And It is a good management and information publishing platform. This article put Shan Xi Province Power Supply Branch web-building as a background, developed a management system with based on RBAC and DBMC.In accordance with software engineering development process of software projects,this article from requirements analysis to design implementation.Based on RBAC and DBMC ,management system discussed in detail.We focuses on discussing the authority management in the design and implementation. With their actual application needs ,I put forward a combination of two kinds of authorization model, Based on RBAC(Role-Based Access Control). a user group associated with the operation of the object , the role of associated with specific operations, through the step by step to the user assigned the role of user groups and an indirect authorization to the user, this sub-step authorization form from coarse-grained to fine-grained distribution of competence, further simplifying the permissions are set to improve the business Fine-grained logic control.Based on RBAC and DBMC,The management system is developed for a Province . The preoperation results show that the system implement the unified deployment and unified management of the system website and the branch websites, this has made remarkable achievements at saving human and material resources,and has improved the work efficiency of the web managers and staff responsible for information collecting, editing and publishing. The system has good stability, security, easy operability and easy expansibility. To promote the use of the system in electric power system of the province will provide a basic platform for carrying out "SG186 project" to achieve Vertical transfixion and horizontal integration of the power information of province and cities, the system has a good application prospect.
