Latent semantic indexing (LSI) , the third generation of search engine's hot technology, is a personalized research approach. The first generation is based on the keyword of Boolean logic research technology; the second generation is on the basis of the former through a variety of methods to improve the precision; and the third generation treats utility and usability as goals, which uses the Deep Web, artificial intelligence, semantic analysis, etc which are all frontier technologies.Currently, the mainstream of search technology is still based on the Boolean logic, the first-generation technology, which must provide users with accurate keywords for searching. However ,the traditional search methods becomes more and more incompetent for its usage because of the increasing amount of information and the natural language's flexibility and ambiguity. As a substitution, personalized search technology is becoming more and more important and valuable for researching.Recently, disputes and cases involving intellectual property increased rapidly. for the to understand and occurs in the business of intellectual property disputes, It's necessary and pressing to establish intellectual property experts'database in Suzhou in order to help the Municipal Intellectual Property Bureau of Suzhou to understand and acquaint the first-hand information of masters among various industries as well as to organize relevant experts as the intellectual support when disputes involving intellectual property come to. But traditional search engine can hardly achieve the request of quick and accuracy in the circumstances of the region's complex range of industries, different levels of experts and their research areas, and key elements of a variety of different ways of natural language description. In this thesis, I attempt to apply Latent semantic indexing (LSI) to Suzhou Municipal Intellectual Property experts'database system to satisfy the practical needs. According to the survey, reports on applying LSI on experts'database system are lacking.This thesis attempts to study and improve the relevant technology and algorithms by applying LSI technology to Suzhou Municipal Intellectual Property Expert database retrieval system according to the experts'features and practical applied cases which include the following: 1.To study and summarize the pros and cons of information retrieval, and to improve the relevant technology when the research and analysis become the premises of LSI technology, according to experts database applications and features.2.To describe an expert database retrieval based on features of LSI method hierarchical clustering method to achieve rapid LSI experts.3.To realize a prototype system of intellectual property expert databases and experts in my original database of information on the bureau of the system precision and to evaluate hit rates and related performances on the preliminary investigation of our bureau.
