To improve the business handling ability of overseas branches, in line with the business development strategy of overseas operations, the commercial bank has developed a overseas business handling system, which has powerful functions, advanced architecture and technologies. The overseas business handling system has covered functions such as customer information, accounting, deposit, loan, remittance, bank card and credit card. It also provides service channels such as counter, ATM, POS, and can generate business reports and customer billing papers. It has been set up an integrate business handling system which's functions are quite perfect and architecture is quite reasonable. With the business of the commercial bank expanding to the oversea, the single language format can't greatly meet the needs of international development. The bank urgently needs to resolve the multi-language problem of the system. Then the bank can provide theoretical support and technical support to all the overseas branches. The first problem is the tellers'operations. The previous system just provided only one fixed language format. The teller must master the fixed language, or he is unable to operate the system. As a result of that, hiring of personnel and management will need to spend huge costs. Also, there is no benefit to the bank's development. The second problem is about the customers. Because the bank provided vouchers and explanations in fixed language format such as Chinese, the customer must master the fixed language to understand the provided text. The customer must feel that the bank is unfriendly and unsafe. So the customers of the bank limited to the people who mastered the fixed language. It must greatly limit to the development of the commercial bank's overseas business, and it must be not good for the promotion of the overseas business. It will finally greatly reduce the bank's competition in local business, affecting the bank's profits.The paper wants to solve the multi-language problems. It wants to support that the default language of the system can display normally in all languages environment by doing some research. After the research and implementation, the integrated system can support multi-language messages. For example, the messages inputted by the tellers and the feedbacks to the customers can be showed in local language.If the bank doesn't consider the scope of the overseas branches expanding, the simplest approach is to install the overseas handling system to each language areas, while a overseas bank system can only be used in one special language area. The implementation of this approach is quite simple, the bank only needs to fully translate the GBK encoding of the system to other language encoding. But the biggest shortcoming is that the bank needs to deploy and maintain multiple systems. The cost is very high. Because of each system only having local data, the bank has to consider how to communicate between systems to handle the business of transfer, remittance and liquidation. When the headquarter wants to view the statistics of the bank's data, it has to collect data of various systems in various regions. If the bank wants to mainly promote the English version, and only supports a few local languages, it can consider this suggestion. However, according to the bank's development strategy of overseas operations, the ultimate goal is to deploy the business around the world, providing business processing system which can meets the local customers'needs. So this approach is far from to meet the international development of the bank, needing to find another way to achieve multi-language handling on a set of system. The technical difficulty of multi-language support is how to support the handling and storages of the multi-language's messages on a set of system. This paper stresses on the research of the basic technical such as hosts, JAVA, B/S and database, how to support the multi-language under two kinds of MBCS and Unicode encoding. As a result of that, it can provide theoretical support and technical support for the business handling platform's sub-system of overseas branches about multi-language handling, and proposed a multi-language converting method to meet the characteristics applications of the overseas commercial bank. It truly realized the multi-language support on a set of banking system. I joined the research and implementation project business handling system of the commercial bank for overseas branches as key personnel, and made a greater contribution to the success. At the research stage, I searched and read many literature and technical documents through the library, the database of commercial banks development center and internet. I focused on how the hosts, JAVA and Mysql database support the multi-language, and explored theirs differences between MBCS and Unicode encoding. I wanted to find the best approach to achieve the multi-language implementation. After, I emphatically evaluated the implementation feasibility of overseas loan business. At the implementation stage, I was in charge of programs converting of core transaction of the overseas loan business such as loan granting and adjustment of loan messages. I successfully completed the multi-language converting of the core transaction programs of the overseas commercial bank, and performed an important model for other programs'converting.The multi-language handling method has successfully implemented in many overseas branches such as Macao, Korea, and has run stably for two years. It has reached the desired results and has achieved a great success. The programs of the core banking business where running in Macao and Korea has only implemented one set. The two various regions use the same environment, and also use the same database system. So the resources can be shared without needing to consider the synchronization problems of two various regions'data. But it needs to provide two translated files with local language at the same time, and implements the language file of Traditional Han in Macao, while separately implements the Korean in Korea. The system does converting using the multi-language ID of the program. For example, the menu, documents and vouchers which faces to tellers or customers, are all showed with local languages such as Traditional Han or Korean. It greatly facilitates the operation of the tellers, so that the tellers can operate the system without mastering Chinese. Also it effectively reduces the cost of human resource management. With providing the vouchers and explanation printed in local language, it has greatly increased the degree of customer intimacy and understanding. It also plays an important role for expanding the customers range.A system with multi-language support has laid a solid technical foundation for expanding overseas financial market of the commercial bank, effectively meeting the urgent need of IT system to expanding overseas business. It also reduces the cost of IT system's upgrades and maintenance in the process of international developing, and improves the efficiency of IT system. At the same time, it can produce good social and economic benefits, while providing high quality banking services for all customers in the world.
