Nowadays, with the further development of network technology, the applications of e-government are used more and more widely. However, there are obstacles and difficulties in its development. For example, the security issues from the network and the company. Access control is one of the most important one. It plays an important role in ensuring the availability, integrity and confidentiality (C.I. A) of the information. For the e-government's development is in the direction of network and its scale has gradually expanded, the traditional access control policy has shown its shortcomings. For example, the issues of inefficiency, stability and so on. So to design a strong, efficient access control model have become particularly important. This will greatly reduce the workload and errors, improve efficiency.Recently, the role-based access control (RBAC) model is highly respected by people, and widely used in many applications. RBAC authorization improves the efficiency of the authorization management significantly. However, when the e-government systems have complex organizational, large-scale and many users, it is still insufficient. There are issues of complicated operation on permission management, heavy workload, low efficiency and so on.As to this problem, this paper presents an ET-RBAC model for e-government platform, it is real-time and efficient. This model is based on RBAC, It not only inherits the advantages of traditional RBAC, but also has given the concept of person and position according to the characteristics of persons and positions in organization structure. This model has applied to the workflow system in e-government platform through the new mapping method and conditions restraint to achieve the improvements of authorization.Finally, in the building of permission management subsystem of e-government platform, this paper has analyzed and designed this subsystem by ET-RBAC model according to business needs and established model system and applications framework which are fit for e-government platform, laid out the process of implement and given the system's operation results. At present, this model gives a good practical application, a good solution to the issue of heavy workload of permission management in complex e-government system.
