Semantic Web is one of the hot spot in the current research of World Wide Web, it is a great imagination about the intelligent Internet in the future. Since the concept of the Semantic Web was proposed by Tim Berners-Lee in 1998. theoretical study of the Semantic Web. especially in the Semantic Web standards and key technologies, had developed greatly. However, the use of Semantic Web technologies in practice is not as successful as the theoretical study. On the other hand, tagging system rises as an application of next generation Internet. A tagging system uses keywords to label Internet resources such as blog articles, thereby enhancing the accuracy and efficiency of the search of Internet resources. In fact, the way of organization, reasoning and search of knowledge used by the Semantic Web. makes it directly applicable to tagging systems. The biggest problem with this kind of application is that it is not very time and space efficient, for this reason, the Semantic Web technologies cannot be very popular in those secondary systems like tagging system.This paper describes the detailed design and implementation of a tagging system, which is built on Semantic Web technologies. Through introducing Semantic Web technologies and applying semantic reasoning technology in resource searching process, this paper not only enriches the tag semantics, strengthens the resources locating ability of tag. but also simplifies the tagging system infrastructures with similar functionalities. By selecting semantic elements very carefully, and improving both the design and implementation, we optimizes the memory usage and reaction time of the tagging system, makes it a system that support ten thousands of tags, and react in milliseconds on average to user queries. What's more, this paper introduces an algorithm to detect and correct unreasonable semantics under multi-user environment, and presents a simple test. This paper shows that Semantic Web technologies is more and more mature today, it has great value and bright future in practical usage.
