Question and answering is not only a process of classroom teaching but also an important module of web-based course. In the classroom environment, question and answering is done by face to face which is featured by high efficient and good effect. on the contrary, in the web-based course, teachers and students are in the separated state on time and space aspect, furthermore, the mount of students joined in the course is bigger the classroom teaching, these constrains make questing and answering by face to face unfeasible, how to carry out question and answering efficiently in web-based course have been an important issue for web-based course building. The purpose of the paper is developing an intelligent and high efficient web-based question and answering system through which enhance the teachers'work efficiency and students'learning efficiency.Other type of question and answering system have already existed before my study, there're some obvious weakness in these system, they are listed as follow: old systems are mainly built within a web-based course platform, not built under a independent structure, this kind of system structure limits its functional extension and perfection; The information searching is implemented by the way of words completed mapping a searching type with lower mapping rate which wastes a lot of resources collected by system; The old systems don't pay attention to the efficiency of question and answering process, which impact the students'learning efficiency and learning enthusiasm. To these shortcomings, author studies the self-learning and cooperate learning deeply which related to question and answering system building, invests in the information technology like full-text, Chinese character cutting, email and MSN message sending automation. Base on above knowledge, author designs a new type of system module, illustrates the system work flow, describe the structure design and sub modules of new system. At the end of this paper, author explains the working fundamentals and implements of new system in details.
